A bio-economic evaluation of the American Foulbrood (AFB) control program in Western Australia AgEcon
Ghose, Ananda; Hawkins, Chris.
American foulbrood (AFB) is considered the most significant brood disease of bees in Western Australia. The Department of Agriculture of Western Australia (DAWA) provides assistance to apiarists by way of quarantine and surveillance measures under the AFB control program. A bio-economic evaluation was considered necessary by the department for setting future policy direction. As a way forward, a number of risk analysis scenarios were simulated to estimate the future prevalence rate of AFB in the absence of the present program. This epidemiological investigation was complemented by an economic evaluation which identifies the extent of benefit that flows through to direct beneficiaries. The paper provides a comprehensive bio-economic analysis and suggests...

COST SHARING IN ANIMAL DISEASE MANAGEMENT: A CASE STUDY OF FOOTROT IN SHEEP INDUSTRY AgEcon
Ghose, Ananda; Ekersley, Peter; Cook, David C..
This paper recommends a cost sharing approach for footrot management in Western Australia (WA). Appropriate public and private contributions are determined through an assessment of the benefits produced by the Department of Agriculture’s footrot management program. With rising costs a decreasing departmental budget over time, moves towards a beneficiary pays approach to footrot management have been long anticipated. Although the principles underpinning the framework for national animal disease management (put forward by the Centre of International Economics in 1998) have been agreed to by WA industry stakeholders, this paper provides an alternative approach for cost sharing based on the principles of beneficiary analysis.

Economic Theories of the Family and Discrimination in a Social Context: Entitlements of Kondh Tribal Females in India AgEcon
Tisdell, Clement A.; Roy, Kartik C.; Ghose, Ananda.
Economic theories of the family and gender discrimination within the family are examined in the context of Kondh dominated tribal villages in rural western Orissa, India, drawing on results from a survey of 106 wives. The survey involved direct interviews using a structured questionnaire. This article examines the relevance of economic unitary and bargaining theories of the family in this social context, drawing on background literature. Using the survey results, socioeconomic influences on the status of wives within their families are analysed and the entitlements of female and male children are compared and analysed. Because of cultural embedding, it is suggested that the relevance of economic theories of the family depend significantly on cultural...

Forest policy issues arising from legislation review in Western Australia AgEcon
Feldman, David; Ghose, Ananda.
The separation of commercial forestry from forest conservation and the subsequent end to old-growth logging in Western Australia, created fundamental problems for the Forest Products Commission, leading to a review of its functions in 2006. The FPC response to constraints on its viability contrasts with other States’' approaches where carbon caps and water markets were used to place values on land uses. The effectiveness of the FPC’'s main policy approach to capitalise on the environmental value of forest establishment for salinity reduction is addressed in the Department of Agriculture and Food’'s submission to the FPC review. The value of this approach not supported by DAFWA hydrology work which concludes that benefits are highly site-specific and there...

Summaries of Survey Responses of Household Heads in Three Forest Villages in the Midnapore District of West Bengal, India: Use of Forest Resources by Villagers, Forest Sustainability and Managment AgEcon
Tisdell, Clement A.; Roy, Kartik C.; Ghose, Ananda.
In 2000, household heads of three villages located in or near forests in the south of West Bengal, India, were interviewed using a structured questionnaire1. The questionnaire is attached as an Appendix to this paper. The questions asked were designed to provide information about the extent of the dependence of households on state forests for their livelihood (cash income and subsistence needs), any differences in the degree of their forest dependence according to gender, threats to the sustainability of forest resources, the expected sustainability of the income of villagers from forest resources, as well as to provide data about forest management practices, such as a joint forest management. The latter involves cooperation between villagers and the West...

Tisdell, Clement A.; Roy, Kartik C.; Ghose, Ananda.
Provides a brief account of the development of the Joint Forest Management Scheme in India, especially in West Bengal, the state where joint forest management has been most widely adopted and which provided the genesis of the scheme that was adopted as part of India’s Forest Policy 1988. The...
